   WTO (TBT/SPS) Enquiry Point provides implementation of the provisions of the Technical Barriers to Trade Agreement (TBT Agreement) and the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) dealing with the data concerning technical regulations, standards and procedures of conformity assessment (Registers of the TBT and SPS Notifications).

   WTO (TBT/SPS) Enquiry Point is part of the United Information System on Technical Regulation according to the Decree of the Government of the Russian Federation from August 15,2003 № 500 “On Federal Information Collection of Technical Regulations and Standards and United Information System on Technical Regulation”.

   WTO (TBT/SPS) Enquiry Point carries out its activities in cooperation with the Federal Agency on Technical Regulating and Metrology (GOST R) , its institutes and subordinated organizations, information centers of the federal bodies of executive authorities, economic entities, social unities, international and foreign organizations on technical regulation, standardization, metrology and conformity assessment in the framework of the United Information System on Technical Regulation.

   WTO (TBT/SPS) Enquiry Point is responsible for execution of the below-mentioned functions:

   1. Processing of the enquiries received from the interested Parties of the Countries - WTO Members and the Russian Federation concerning technical regulation, standardization, metrology and conformity assessment;

   2. Provision of the data and related documentation to the interested Parties of the Countries - WTO Members and the Russian Federation in terms of the following matters:

  • any technical regulations approved or developed by central or local government and non-government authorities legally qualified to bring into effect technical regulation or by regional bodies on standardization which serve as members or participants of such bodies;
  • any sanitary and phytosanitary measures adopted or being developed within the territories of the Countries - WTO Members and the Russian Federation;
  • any standards approved or being developed by central or local government authorities or regional bodies on standardization which serve as members or participants of such bodies;
  • any procedures of conformity assessment or being developed procedures of conformity assessment which are executed by central or local government or non-government authorities legally qualified to bring into effect technical regulation or by regional bodies on standardization which serve as members or participants of such bodies;
  • membership and participation of the Member or related central or local government authorities in international, regional bodies on standardization and systems of conformity assessment, international and regional sanitary and phytosanitary organizations and systems, bilateral and multilateral Agreements in the framework of the Technical Barriers to Trade Agreement (TBT Agreement) and the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) and conditions of such systems and provisions of such Agreements;
  • sources of the Notifications published according to the Technical Barriers to Trade Agreement (TBT Agreement) and the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) or provision of the data on the channel where such information can be received.

   3. Facilitating interaction of the Federal Agency on Technical Regulating and Metrology ( GOST R), its institutes and subordinated organizations, information centers of federal bodies of executive authorities with the WTO Secretariat, national information centers of the Countries - WTO Members during the process of implementation of the provisions of the Technical Barriers to Trade Agreement (TBT Agreement) and the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement);

   4. Coordination of the activities on the procedure of the Notifications (Registers of the TBT and SPS Notifications of the Countries - WTO Members) according to the provisions of the WTO TBT/SPS Agreements in terms of the below-mentioned points being developed in the Russian Federation and the Countries - WTO Members:

  • draft technical regulations and standards;
  • sanitary and phytosanitary measures,
  • procedures of conformity assessment;
  • programs of the development of national standards;

   5. Provision of informational support to official editions of the Federal Agency on Technical Regulating and Metrology (GOST R) concerning the matters dealing with the process of cooperation of the Russian Federation and the World Trade Organization.

   WTO (TBT/SPS) Enquiry Point performs its functions using informational resources of the Federal Information Collection of Technical Regulations and Standards, databases and data banks that are included in the United Information System on Technical Regulation.
