On August 13, 2020, the Working Group on Standardization, Metrology, Quality and Conformity Assessment under the Advisory Board of the Ministry of Industry and Trade of the Russian Federation has traditionally met at “STANDARTINFORM”.
Participants of the meeting guided by Georgy Kolmogorov, a member of the Advisory Board, who heads the Working Group, discussed the issues of standardization in the field of environmental protection, time and frequency transfer and assessment of toxicity of contaminants in food products.
As executive secretary of the Working Group, Deputy Director of the Department “STANDARTINFORM” Ruslan Niyazov stated “The recent meeting is the first after the period of self-isolation. It has absorbed the themes of two missed sessions from April and June. Therefore, its agenda was extended”.
Oleg Rozental, Editor-in-Chief of RIA "Standards and Quality" magazine, discussed the international experience of solving environmental problems through standardization. In his opinion, a legal framework for developing "environmental" standards has already been formed in Russia.
During the discussion of the report, members of the Working Group noted the importance of explaining the tasks and principles of "ecological" standardization to the users of the national resources and the need of continuous study of the demand for national standards in the field of environmental protection.
The head of All-Russian Scientific Research Institute for Physical-Engineering and Radiotechnical Metrology “VNIIFTRI” Igor Blinov has talked about the state and prospects of frequency and time provision in Russia.
“The work on modernization of UTC (SU) national time scale storage complexes for the purpose of achieving tactical and technical characteristics of GLONASS system is going to be completed in 2020. Research on creation of a high-precision channel for transmitting reference time and frequency signals over a fiber-optic communication line and work on improvement of means of reproduction and storage of time and frequency units in order to achieve tactical and technical characteristics of GLONASS were carried out”, — Igor Blinov has informed.
The questions raised by the speaker provoked a vibrant discussion. Proposals were made to develop a high precision optical time and frequency standard on cold atoms; compact, highly stable time and frequency standards with improved metrological characteristics based on new physical principles and phenomena; mobile high precision optical time and frequency standard on ytterbium atoms.
The report of the head of the testing laboratory "Independent Laboratory Test Pushchino" Vladimir Vozniak was devoted to the reliability of the assessment of toxicity of contaminants in food products and the accreditation of laboratories working in this field.
The participants of the Working Group have noted the importance of a prompt implementation of ISO 17034:2016 «General requirements for the competence of reference material producers» as an interstate GOST standard, as well as stricter requirements for the participation of testing laboratories in inter-laboratory comparison tests (ICS) with regard to the key safety indicators.
