On November 10-11, "STANDARTINFORM" took part in working events of the Interstate Council for Standardization, Metrology and Certification (ICS) of the CIS member states.
The Russian delegation was headed by Anton P. Shalaev, Deputy Head of the Federal Agency for Technical Regulation and Metrology. The delegation included representatives of the Ministry of Industry and Trade, Rosstandart, "STANDARTINFORM" and FBU "KVF Interstandard".
"STANDARTINFORM" at the 6th meeting of the Interstate Committee on Standardization Working Group (ITC WG) and the 60th meeting of the Scientific and Technical Commission on Standardization (STCS) was represented by: Yuriy V. Budkin, Deputy Director General, Alexey I. Yekimov, Head of the Department of Standards for Ensuring the Requirements of EAEU Technical Regulations and Regional Cooperation, and Alexander V. Barkov, First Deputy General Director.
Both events, according to the circumstances, were held in online format.
Yuriy V. Budkin made a report to the members of the ITC WG on the subject of revision of the fundamental GOST 1.4-2015, Interstate system for standardization. Interstate technical committees for standardization. Rules of organization and function. He told about the innovations in the updated version of GOST 1.4, including the interaction of adjacent ITC, the elimination of duplication on the ITC areas, the voting criteria for GOST projects, the methodology for assessing the effectiveness of ITC and linking indicators with the form of the annual report, as well as the standard position of ITC, developed with the active participation of "STANDARTINFORM".
"The revised draft of GOST 1.4 has passed several stages of agreement. More than 120 proposals and comments received from the ICS, ITC and TC member countries. The agreed draft standard is currently in the voting on the final version", - said Yuri V. Budkin.
The main topic of STCS discussion was the amendment №2 to the intergovernmental standardization program (ISP) 2019-2021 for 2020 and the amendment №3 to the ISP for 2021. The amendments presented by Rosstandart are based on the proposals developed by "STANDARTINFORM" and agreed with the TC and ITC.
Speaking about the prospects for 2021, Yuri Budkin noted: "Currently, proposals on the development of documents on interstate standardization sent to the Bureau of the ITC on the rules of GOST 1.6, introduced in 2020".
"STANDARTINFORM" took an active part in forming the list of documents on interstate standardization on the adoption of 179 GOSTs for the August - October 2020, including 137 GOSTs developed by the Russian Federation. The discussion was held as part of STCS.
The participants of STCS have noted the information on international cooperation within the ICS, interaction with the International Organization for Standardization (ISO), implementation of the Memorandum of Understanding in the field of standardization between the European Committee for Standardization (CEN), the European Committee for Standardization in Electrical Engineering (CENELEC), the European Institute for Telecommunication Standardization (ETSI) and the Eurasian Council for Standardization, Metrology and Certification (EASC).
The 6th meeting of ITC WG and the 60th STCS meeting were attended by representatives of the national bodies on standardization, metrology and certification of the ICS member-states of the Russian Federation, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, the Republic of Uzbekistan, representatives of the CIS Executive Committee and the Standards Bureau.
The results of the sixth meeting of the ITC WG and the 60th meeting of the STCS are reflected in the minutes of the meetings.
