According to the information provided by "STANDARTINFORM", GOST 31937-2011, Buildings and constructions. Rules of inspection and monitoring of the technical condition, became the most popular document in November 2020.
The Interstate Standard came into effect for the first time in the Russian Federation as a national standard on January 1, 2014.
The document is a regulatory basis for monitoring the degree of mechanical safety and design work.
According to the standard, mechanical safety means the condition of building structures and foundations of a building where there is no unacceptable risk associated with causing harm to the life or health of citizens, property of individuals or legal entities, state or municipal property, the environment, life and health of animals and plants due to the destruction or loss of the building stability or parts thereof.
Inspection and monitoring of the buildings technical condition is carried out by specialized organizations equipped with modern instrumentation, which employs highly qualified and experienced specialists.
The first inspection is carried out not later than two years after commissioning. The inspection is carried out at least once every 10 years as per pre-designed programs. And it is carried out not less than once in five years for buildings and constructions in unfavorable conditions (for example, aggressive environments, vibrations, seismicity of the area more than 7 points) . Unique buildings and constructions are constantly inspected.
In case of a limited working and emergency condition, the results of the inspection should be complete enough for the variant design of recovery and repair works.
Among the results of the preliminary (visual) inspection are the following: schemes and visibility of defects with fixation of their places and character; descriptions and photographs of defects, identification of emergency areas, identified bearing structures on each floor.
After a visual examination of defects and damages, the experts proceed to a detailed (instrumental) examination.
The standard describes how to survey the technical condition of foundations, building structures: stone, steel, wooden; building elements: balconies, bay windows, loggias, stairs, roofs, rafters, attics; technical condition of engineering equipment; hot and cold water supply systems; heating, sewerage, ventilation, garbage removal, gas supply; gutters; electrical networks and communications; sound insulation and other types of monitoring.
In addition to the document briefly described above, this month there was interest in the GOST for the organization of safety training, standards for cement, soils, concrete, barley, general requirements for water sampling, and gas distribution systems.
