The second day of December is the Day of Power Engineers in Russia. The plan of the State Electrification of Russia (GOELRO) was adopted exactly 100 years ago.
We present a brief overview of the new national standards in the electric power industry. The documents were adopted for the first time in 2020 and come into effect in 2021.
GOST R 59182-2020, Unified Energy System and Isolated Subsystems. Thermal power plants. Gas-turbine plants. Operation and maintenance organization. Norms and requirements. Organizational and technical rules and requirements prescribed in the document ensure safe and efficient operation of gas turbine units (GTU) with capacity over 1 MW and thermal power plants (TPP). GTU generates electric power by utilizing waste heat in steam-gas plants or in heat supply systems of residential and industrial facilities. According to the standard, GTUs are subdivided into units, made by simple, complex or regenerative cycle; with single-shaft, multi-shaft or converted engines. Normal external conditions of GTU operation in the document are understood as parameters of air in the plane of the compressor inlet flange: total pressure - 101,3 kPa, temperature - 15 °С and relative humidity - 60%.
GOST R 59232-2020, Unified energy system and isolated subsystems. Relay protection and automation. Automatic emergency control of modes of power systems. Automatic frequency loading devices. Norms and requirements. These devices, which are covered by the document, prevent unacceptable under operating conditions frequency reduction of generating equipment and power receiving installations. According to the standard, such devices must be triggered during frequency reduction during a short circuit, motor trips, voltage circuit faults, loss of voltage circuits, device reset, ground fault in one point of the operating DC network, removal or supply of operating current, and power interruptions of any duration. Automatic frequency load devices are provided with an interlock to prevent tripping during motor coasting, which must be maintained, including after the frequency drops below 45.0 Hz.
GOST R 59233-2020, Unified power system and isolated subsystems. Relay protection and automation. Automatic emergency control of power system modes. Devices of short-circuit unloading automatics. Devices of short-circuit severity fixation. Norms and requirements. Devices covered by the standard are designed to prevent the violation of the dynamic stability of generating equipment of power plants. These devices provide the ability to determine the severity of a short-circuit, based on: the magnitude of the decrease in the active power of the power plant, the magnitude of the voltage on the power plant and the duration of the short circuit. After a power interruption of any duration, the unloading automation devices restore their operability with the preset settings and functioning algorithm. The devices shall include: automatic diagnostics of software and hardware with failure alarms, possibility of synchronization with global navigation systems, function of analogue signals and discrete events recording, possibility of exporting oscillograms in COMTRADE format.
