In order to develop the market of voluntary certification in Russia, Rosstandart transferred the functions of managing the National Certification System (NCS) to "STANDARTINFORM". The relevant information was entered in the unified register of registered voluntary certification systems.
As a reminder, NCS was created by Rosstandart in 2017 to regulate the market of voluntary conformity assessment in Russia and is designed to reverse the negative trends of falling demand from manufacturers and importers for full-fledged product testing and its reliable certification. A prerequisite for certification in the NCS is the actual testing of products in an accredited testing laboratory.
There has been an expansion of the scope of NCS conformity assessment for services and management systems in 2020, which made it possible to obtain reliable certification results according to the requirements of GOSTs in these areas of activity.
The results of conformity assessment obtained by the NCS demonstrate the quality, safety and other required characteristics of the certified objects and confirm that the manufacturer can deliver products of the required quality on an ongoing basis, taking into account all requirements.
It's enough to point your smartphone at the NCS QR-code, with which the certified objects are marked, and a record of the product and its manufacturer will appear at the screen. In this way, the customer can be sure that the product in question is actually produced according to the standard. The NCS registry includes 3,155 records of certified objects, 239 of them for services and 120 for management systems, and the rest for products, mainly food, beverages and light industry products.
Today the NCS has 53 certification bodies and 65 testing laboratories, including laboratories of Rospotrebnadzor, Rosselkhoznadzor, the Ministry of Agriculture of Russia, and the laboratories established on the basis of the state regional centers of standardization, metrology and testing (CSM) of Rosstandart.
A number of changes have been made to the rules of the system to further improve the NCS. In addition to assessment for compliance with the provisions of national standards (GOST R, GOST) appeared the possibility of certification for compliance with the provisions of organization standards (STO), technical specifications (TS) and other documents on standardization, containing the requirements to the objects of conformity assessment and registered by "STANDARTINFORM", which is the operator of the Federal Information Fund of Technical Regulations and Standards.
Certification bodies and test laboratories in the NСS can now become legal entities, established not only on the basis of organizations with state participation. The requirements to have accreditation passed in the national accreditation system of the Russian Federation, to continuously monitor the work of all participants of the NСS and the actual performance of tests remain mandatory.
