"STANDARTINFORM" along with the National Authority for Standardization and Metrology of the Republic of Armenia, BelGISS, KazStandart and Kyrgyzstandart took part in a Working Group meeting of EAEU National Standardization Institutes on January 20, 2021.
The Working Group was established in December 2020 to implement the Agreement on joint activities of National Standards Institutes of the Eurasian Economic Union member states in the field of standards development. Yuri V. Budkin, Deputy General Director, represents "STANDARTINFORM" in the Working Group.
Four issues covered in the Action Plan for the implementation of the Agreement on joint activities were considered at the online meeting.
On the issue of making changes to the Interstate Standardization Program (ISP) 2021 were discussed topics of work, which are being agreed in the interstate technical committees on standardization (ITC). At the same time a low degree of activity of ITC members on their agreement was noted. It was decided to involve experts from national institutes to develop a coordinated position on the development topics. It will allow to form the changes in ISP 2021 for subsequent adoption by the national standardization bodies.
During the discussion, BelGISS informed about participation in ITC activities of its representatives as full members. That will allow, starting from this year, to simplify the procedure for agreeing on the topics of standards development and to form a consolidated position for the adoption of changes to a number of documents.
The task of developing the rules of expert community formation and the order of interaction with full representatives of National Standardization Institutes in the ITC is designated as promising to develop a new draft standard "Interstate system of standardization. Standardization expert. General provisions" in 2021.
The proposal on mutual exchange of information was approved on the issue of enactment of interstate standards as national ones. It will help to promptly address the issue of National Standardization Institutes to adopt interstate standards to meet the requirements of technical regulations of the Customs Union (TR CU) and reduce the time of updating the lists of standards in evidence base for TR CU.
One of the important activities under the Agreement on Cooperation of National Institutions is the timely provision of information about the reissuance of interstate standards, which have been adopted as national standards. The proposal to work out this issue in details was approved.
During the discussion of professional development of National Standardization Institutes, it was decided to exchange experience on the translation of interstate standards adopted as national, in a machine-readable format. Harmonization of common approaches to the formation of a standard fund in a new digital format will allow their use for technical expertise, the preparation of the conclusion of the ITC and will ensure the selection of standards for public procurement. It is planned to hold an online discussion with the participation of relevant specialists of the EAEU National Standardization Institutes member states.
