By order of Rosstandart, the All-Russian classifier of products by type of economic activity (OKPD 2) includes the services of children's recreation and health improvement organizations as a separate item. The changes will create an effective mechanism to support the children's camp industry in an era of epidemiological restrictions.
Previously, the All-Russian classifier of types of economic activity 2 (code 55) was used to determine the services of a children's recreation and health improvement organization. This code applies to the activity of providing places for temporary accommodation, including hotel business.
The Ministry of Education of Russia was the initiator of making the industry a separate type of activity. However, it required changing a number of federal laws, due to which the process took about two years.
This issue became especially relevant in 2020, when in connection with the pandemic, the government approved a list of industries most affected by the coronavirus, which included OKVED 55. These industries were given anti-crisis subsidies, which proved ineffective for children's camps due to the lack of a specific area in the classifier.
The draft was submitted to Rosstandart after the formation of the changes by the Ministry of Economic Development of Russia and their coordination with the Ministry of Industry and Trade of Russia, the Ministry of Finance of Russia and Rosstat. Rosstandart organized an examination in the profile technical committee for all-Russian classifiers (TC 000), which made a positive decision. TC 000 is maintained by "Standardinform".
Services for the organization of recreation and recuperation for children in organizations of seasonal or year-round operation, stationary and (or) non-stationary type, with a 24-hour or daytime stay, were included in OKPD 2 by order of Rosstandart.
Totally in the beginning of February of current year 14 changes to different classifiers which affected about 1 330 objects of classification were approved.
