In accordance with the Order of the Ministry of Science and Higher Education of the Russian Federation on March 24, 2021 № 250/NK on the on the base of the Federal State Unitary Enterprise «Russian Scientific and Technical Information Center for Standardization, Metrology and Conformity Assessment» («Standartinform») a council was created for the protection dissertations for the degree of candidate of sciences, for the degree of Doctor of Sciences D 222.020.03 by scientific concentration 05.25.05 – Information system and processes (Technical science).
The order of the Ministry of education of Russia also determines the members of the council: G.S Lebedev was approved as Chairman of the Council, Head of research of «Standartinform» Deputy Chairman - A.S. Bury, Doctor of Technical Sciences, Director of the Department of FSUE «Standartinform» scientific secretary A.V. Balvanovich - Candidate of Economic Sciences, employee of the Federal State Unitary Enterprise «Standartinform».
The Dissertation Council in the specialty 05.25.05 is aimed at training specialists who may be in demand:
- when developing documents on standardization in the field of information support of specialized information systems (IS) based on the organization and structuring of data, conceptual, logical, physical design of tabular, textual, graphic and multimedia databases;
- when solving problems of organizational support of information systems and processes, including new principles for the development and organization of the functioning of IS, the use of information technologies and systems in decision-making at various levels of management, as well as in the training of specialists in the profile of a number of TC for standardization (TC 021, TC 022, TC 26, TC 164, TC 194 , TC 370, TK 355, TC 461 etc.).
- In the design and development of requirements for automated information systems, information resources and technologies, formats of processed, stored and presented information, which is especially important in the development of state information systems (GIS), prospects for the development of the direction of «digitalization in the field of standardization» for future improvement of information and communication technologies in the framework of the gathering pace of the industrial revolution «Industry 4.0».
«Standartinform» has significant scientific potential: over 40 PhD employees in science. Conducts research on information, legal and economic aspects of increasing the role of standardization and technical regulation, analysis of information processes in federal information resources.
