          The standard for the formation of an accessible environment on the roads has been approved

          By order of Rosstandart, GOST R 59432-2021 «Automobile roads of general use. Accessibility for disabled persons and other people with impaired mobility. General requirements».

          The new standard is being introduced as early as May 1, 2021, it establishes requirements for the composition, content and parameters of measures to ensure an accessible environment for people with disabilities and other low-mobility groups of the population on public roads, road and roadside service, as well as in relation to the services provided on them for specified individuals.

          GOST R 59432-2021 systematizes the requirements for pedestrian communications (sidewalks, footpaths, staircases, ramps, pedestrian crossings), road and roadside service (stopping points, recreation areas, toll collection points, service stations, washing points, parking lots and parking lots, campgrounds, gas stations, multifunctional service complexes), providing the choice of the most effective technical and technological solutions when creating a barrier-free environment, as well as services provided at these facilities during their operation.

          An integrated approach to the formation of an accessible environment for people with limited mobility will ensure the creation of a regulatory framework for high-quality organization and implementation of work to create unhindered conditions for the use of roads by people with disabilities and other people with limited mobility. The need to create an accessible transport environment has been repeatedly discussed at the meetings of the Commission under the President of the Russian Federation for the disabled.

          The new GOST R 59432-2021 will improve the quality of project documentation in terms of taking into account the needs of people with disabilities and other low-mobility groups of the population and will contribute to the establishment of a single interconnected set of requirements for ensuring accessibility for low-mobility groups of the population of facilities located in the right-of-way and roadside of highways.

          This standard is based on the accumulated positive domestic and foreign experience in the construction of transport infrastructure, taking into account the provision of its accessibility, and a full-scale and sociological study of the availability of road construction elements and road service facilities for people with limited mobility, carried out with the participation of experts from public organizations on the public road network.

          GOST R 59432-2021 was developed by the State Company «Avtodor» and the Limited Liability Company «Institute for Applied Transport Research» together with specialists from such public organizations as the «All-Russian Society of Disabled People», the «All-Russian Society of the Deaf», and the «All-Russian Society of the Blind» in accordance with the provisions of the UN Convention «On the Rights of Persons with Disabilities» and the legislation of the Russian Federation in the field of social protection of persons with disabilities and other people with limited mobility. The standard also implements the tasks defined in the agreement on interaction between Rosstandart and the Federal Maternal Agency, concluded in March.

          The standard was developed within the framework of the technical committee for standardization No. 418 «Road facilities».
