Acting Director General of the Federal State Budgetary Institution «Russian Standardization Institute» (FSBI “RST”) Konstantin V. Leonidov published an article in the August edition of the magazine "Standards and Quality".

2021 was declared as the Year of Science and Technology in Russia. The Decree was signed by the President of the Russian Federation Vladimir Putin on December 25th, 2020. Science was brought to the level of key national priorities for the first time. It will give a strong support at the federal level and open the way to make a technological breakthrough. The Head of the State also noted that the challenge of the epidemy clearly reflected an enormous importance of science and technology in all spheres of human activities and pointed out that the contribution to the scientific and technological development of the country deserved special state recognition.
“Strengthening the scientific potential of Russia is a long-term and systematic work. Development of a research infrastructure is in progress, research centers are being created, system of support for young talents has been developed and Russians are being involved in various scientific projects. Time has shown that such steps were correct and forehanded” - Vladimir Putin highlighted during the session of the Presidential Council for Science and Education.
The structure of the Federal Agency on Technical Regulating and Metrology (GOST R) ensuring the activities of standardization system and unity of measurements is a successor of the structure of the State Standards Committee of the USSR in various aspects. It allowed to preserve a high level of competences in a number of strategically important sectors of the economy and industry having withstood all challenges of the first decade of reforms of the new Russia.
Standardization system is an important element of state industrial, scientific, technological and innovation policy, one of key tools for technology transfer into the industry, non-tariff regulation of foreign trade activity. It proved its viability, demonstrated its potential, opportunity to become the source of technological renewal and development of new fields such as artificial intelligence, additive technologies, digital alter ego etc.
GOST R historically playing a key role in the standardization system is ready for transformation and serves as a driver of changes.
GOST R initiated restructuring of national standardization system for the purposes of implementation of more perfect institutional and legal framework of management concerning the implementation of the state policy in the field of standardization: unified institute has been created according to the Decree of the Government of the Russian Federation dated March 2, 2021 No. 519-R
on the basis of four subordinated institutes on standardization
(FGUP “VNIINMASH” , FGUP “VNII SMT”, FGUP “STANDARTINFORM”, FGUP “Rosoboronstandart”).
Main fields of professional activities of FSBI “RST”:
· forming and maintenance of the Federal Information Collection of Standards;
· implementation of the National Standardization Program;
· carrying out of an examination of the documents on standardization including documents on standardization of defense goods;
· information support of national standardization system;
· ensuring the development, maintenance and application of the All-Russian Classifiers;
· performance of works on international and regional standardization;
· Creation and maintenance of federal information systems;
· Carrying out of scientific researches in the field of standardization.
Nowadays more than 520 specialists are working in the integrated institute while more than 60 of them have academic degrees. It enables to pursue ambitious tasks in the field of standardization.
FSBI “RST” has to become one of the most important elements of transformation of standardization system in the Russian Federation, key organizer and infrastructural element for provision assistance for technical committees.
Main system functions of FSBI “RST” are the following:
development of standardization programs, methodological support of standardization works, carrying out of research works, development and maintenance of modern databases and data banks that will ensure maximum involvement of experts in standardization work, create a new level of expert platform, raise awareness of business and society about standardization and its advantages.
The main aim of restructuring is acceleration of the process of development of national standards and other documents on standardization for the purpose of creation of high-quality goods in various fields.
Ecosystem of standardization is being created as a united area for cooperation of all participants of standardization works and Parties interested in the application of documents on standardization.
Strategic aim of the Institute is transition to the ecosystem of standardization:
- implementing the best practices and scientifically based technologies of analysis, development, dissemination and application of documents on standardization;
- ensuring involvement of all stakeholders in the development of standards on a non-discriminatory basis;
- ensuring coordinated interaction of participants in standardization activities within the framework of implementing the programs for the socio-economic development of the country;
- offering a customer-oriented system of information support for standardization.
Consolidation of requirements from standardization documents and their provision in the unified digital area in digital content will ensure the opportunities for the development of SMART standards.
Nowadays institute of supervisors among the employees of FSBI “RST” is being formed in the field of “traditional” standardization. Events in terms of advanced trainings and organization of effective interaction with technical committees on standardization are also carried out in FSBI “RST”.
FSBI “RST” also maintains functions of management of National System of Certification for the purposes of development and regulation of the market of voluntary certification in the Russian Federation.
FSBI “RST” is forming the Center of competences in the field of technical regulation due to a great role of standards in the field of implementation of requirements of technical regulations of the Eurasian Economic Union.
Development of national system of standardization is connected with the involvement of young specialists and scientists in this sphere. FSBI “RST” will be able to ensure effective cooperation with education institutions, assessment and analysis of training programs for specialists in the field of standardization.
