Saint Petersburg, 14th of October 2021 – International Technological Forum «Russian Standards Week» was hosted by the Boris Yeltsin Presidential Library and it was traditionally held in the World Standards Day. «Russian Standards Week» is a key event that has been organized by the Federal Agency for Technical Regulating and Metrology. More than 400 specialists are taking part in this event in a face-to-face format and more than 1000 specialists are participating in an online format. 13 events of a business program are held during the International Technological Forum «Russian Standards Week».
Head of the Federal Agency for Technical Regulating and Metrology Anton Shalaev performed as a moderator of the main Plenary session which focused on the matters of standardization and sustainable development. Deputy Minister of Industry and Trade of the Russian Federation Aleksey Uchenov noted the following in his speech: « We can see an enormous potential in the development of the tools in terms of technical regulation. On the one hand, they are serving as an effective non-tariff control measure of the market access of import goods and on the other hand, they are serving as an effective tool of increasing the competitiveness of national goods. Experience of various states demonstrate the opportunities of effective use of national standards in the purposes of regulation. We are planning to coordinate the sphere of procurement by the system of requirements determination. Active works on standardization both in national and international levels are very important in this regard. »
Head of the Secretariat of the Member of the Board (Minister) on Technical Regulation of the Eurasian Economic Commission (EEC) Iryna Asmola pronounced a welcome word of the Member of the Board (Minister) in charge of Technical Regulation of the Eurasian Economic Commission (EEC) Victor Nazarenko: «Application of international and interstate standards is the main source of innovations and technical progress nowadays. In this regard standardization is one of the key platforms for the economy of different states, integration unions. EEC is exactly this integration unit which meets the demands of business, industry, regulators and each person. »
Director of the Center for Standardization and Metrology of the Ministry of Economy and Finance of the Kyrgyz Republic Sultan Аkhmatov highlighted that adoption of relevant standards indicated that we were creating conditions not only for a modern life but also for the future generation.
Head of the Russian Quality System (Roskachestvo) Maxim Protasov pointed out that standards appeared in response to the challenges including the challenges in the field of sustainable development.
Video messages of the President of the International Organization for Standardization (ISO) Eddy Njoroge, Chairperson of the Committee on Developing Country Matters of the International Organization for Standardization (ISO DEVCO) Mojdeh Rowshan Tabari , Deputy Minister of the Chinese State Administration for Market Regulation (SAMR), Administrator of the Standardization Administration of China (SAC) Tian Shihong, General Director of the Uzbek Agency for Technical Regulation Dilshod Sattarov, General Secretary of the Turkish Standards Institution (TSE) Aykut KIRBAŞ were performed in the framework of the Plenary session.
Series of thematic sessions took place in the first day of the Forum. Practical issues of application of standards on management systems were discussed by the representatives of various organizations from different fields on the session «Practice of application of international and national standards in the field of management systems». Tendencies of the development of international and national standardization in the field of management systems were also covered during the session «Practice of application of international and national standards in the field of management systems». Participation in the session enabled to make acquaintance with the expertise of the companies on the implementation of standards and analyze other perspective standards for the application for the purposes of sustainable development of organizations. Main directions of digital transformation, provision of interaction management with the user, provision of data management in the field of technical regulation, digital field of accreditation, digital profile, unique classifiers which created new opportunities in the field of conformity assessment, state and public control over the output and turnover of the goods in the markets were discussed during the session «Standards as a tool of digital transformation».
Session «Standardization and technical regulation in the construction» focused on the problems concerning the need in precise restrictions between obligatory and voluntary standards, removal of the duplication of contradictions between
the normative and technical documents.
