Agreement on cooperation in the field of standardization between the Russian Standardization Institute (FSBI «RST») and Federal Budgetary Institution «Register of Certification on Federal Railway Transport» was signed on 17 November 2021.
Signing of an Agreement was held in Gostiny dvor (Moscow) in the framework of the 15th International Forum and Exhibition «Transport of Russia».
Deputy Director General of FSBI «RST» Alexey Ivanov signed an Agreement on behalf of the Russian Standardization Institute.
The scope of the Agreement is informational, analytical and organizational cooperation on the matters of the development of national standardization system for the purposes of conformity assessment of railway transport goods throughout the Eurasian Economic Union (EEU) taking into account performance of the functions of organizational and technical provision of the establishment and maintenance of the Federal Information Collection of Technical Regulations and Standards, supplying information on technical regulations, standards and other documents on technical regulation by FSBI «RST» and subject to the performance of the functions of certification body and testing laboratory in the field of railway transport and other relevant issues by the Federal Budgetary Institution «Register of Certification on Federal Railway Transport».
Advisor to the Director General of FSBI «RST» Yury Budkin highlighted that matters of concerned actions on the implementation of the best practices of conformity assessment of railway transport goods throughout the Eurasian Economic Union, development and application of interstate standards were one of the most important tasks. He also noted that current Agreement was signed exactly for the purposes of addressing these challenges.
The need to sign this document lays behind the fact that one of the directions of the Strategy for the Development of Technical Regulation in the EAEU until 2025 is transition to new approaches in the field of conformity assessment of products. New editions of three technical regulations in the field of railway transport and infrastructure have been adopted in which rules for identification of products are established; procedures for carrying out conformity assessment activities in accordance with Standard Certification Schemes have been optimized; list of products subject to mandatory conformity assessment has been clarified. Texts of technical regulations have been brought into line with the requirements of the Treaty on the Eurasian Economic Union. Lists of standards and standardization programs have been developed. New versions of technical regulations will come into force since April 6, 2022 with separate postponements.
