Russian Standardization Institute (FSBI «RST») participated in the 48th session of the Scientific and Technical Commission for Conformity Assessment, 48th session of the Scientific and Technical Commission for Accreditation and in the 14th session of Working group on the Establishment of a Regional Accreditation Organization of the Euro-Asian Council for Standardization, Metrology and Certification (EASC) of the States-CIS Members on the 16th-18th of November 2021 as part of the delegation of the Russian Federation.
These events have been organized by the EASC Bureau of Standards and were held in the format of videoconference.
Representatives of national bodies on standardization, metrology, accreditation and technical regulation of 9 States-CIS Members (Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan) and representatives of the CIS Executive Committee and the EASC Bureau of Standards examined 27 matters of the agenda of the sessions and accepted the coordinated decisions on these matters.
Along with FSBI «RST» Delegation of the Russian Federation was presented by the specialists from the Ministry of Industry and Trade of the Russian Federation, Federal Service for Accreditation (RusAccreditation) and its subordinated organization- National Institute for Accreditation.
FSBI «RST» was represented by the Advisors to the Director General Yury Budkin and Yury Butyrev.
Participants discussed the course of the execution of an Action Plan on the implementation of the Strategy of the EASC development for the period till 2030 including matters on the coordination of the Draft Agreement on technical barriers to mutual trade of the States-CIS Members and matters on the exchange of the data concerning the appearance of technical barriers in the field of conformity assessment in the CIS framework during the session of the Scientific and Technical Commission for Conformity Assessment. Matter of carrying out of the second stage of the competition for the CIS Award 2021 for the achievements in the field of quality of products and services was also discussed in the framework of the session of the Scientific and Technical Commission for Conformity Assessment.
Matters on the coordination of the draft Agreement on mutual recognition of the accreditation of the bodies on conformity assessment and on the course of works on the establishment of the Regional organization on accreditation were covered during the session of the Scientific and Technical Commission for Accreditation. Representatives of the Federal Service for Accreditation (RusAccreditation) shared their experience in terms of organization of works in the format of a remote assessment while the Belorussian Colleagues presented analytical information on the implemented time limits for carrying out of works on accreditation in national bodies on accreditation.
Course of the implementation of the Work program of the Working group on the establishment of Regional organization (association) on accreditation for 2021-2022, course of preparation of series of fundamental documents including Draft Procedure of conducting peer assessments of the bodies on accreditation, Draft Procedure of selection of the evaluators involved in the procedure of peer assessment, Draft Procedure of protection of data privacy in the course of peer assessments were discussed in the framework of the session of Working group on the establishment of a Regional Accreditation Organization.
It is planned to carry out next sessions in April-May 2022.
