Russian Standardization Institute (FSBI «RST») participated in the 9th Moscow International Engineering Forum on December 1-2,2021. Topic for discussion in 2021 became «Standardization as a basis for technological and industrial cooperation».
Five round tables were held during the first day of the Forum. Representatives of FSBI «RST» performed with the reports during the sessions of three round tables.
Deputy Director General of FSBI «RST» Alexey Ivanov and Adviser to the Director General of FSBI «RST» Yury Budkin performed at the round table «Standardization as a key tool for the provision of security».
Alexey Ivanov told about the stages of the development of standardization and technical regulation in the Russian Federation, new standardization tools due to the incorporated amendments to the Federal Law «On Standardization in the Russian Federation» and new opportunities in application of standardization tools as a consequence of these changes in the above-mentioned law. Alexey Ivanov elaborated on the perspective approach for security provision based on the use of new technologies.
The speaker noted that new opportunities were the following- broadening of the sphere of application of standards of organizations including technical specifications during their inclusion into the Federal Information Collection of Standards and course of use of new documents of national standardization system such as technical specifications (reports). He also highlighted the importance of reduction of periods of the development of standards for innovative solutions and application of referencing to national standards in normative legal acts.
Yury Budkin in his report noted the feasibility of regular monitoring of evidence base for the purpose of meeting the requirements of technical regulations of the Eurasian Economic Union in the context of manufacturing of highly technological mechanical and instrument goods.
Deputy Director General of FSBI «RST» Oleg Petukhov performed with the report «National standards in digital formats as a basis of digitalization of standardization» during the session of a round table «Standardization as a tool for digital transformation of industrial sector: Industry 4.0».
Main tendencies of the development of an industry connected with use of the documents on standardization were presented in his report. List of restrictions which should be removed for successful digital transformation of standardization was also provided in the report of the Deputy Director General of FSBI «RST» Oleg Petukhov. Concept of national standards in digital formats which was formed in the framework of the development of fundamental standard was spelt out .
Justification of chosen classification of national standards in digital formats was also provided and list of main actions needed to be fulfilled for their effective application was given. Oleg Petukhov noted that these steps were the following- making amendments to normative acts, development of series of related standards disclosing the provisions of a fundamental standard, transition of the process of the development of standards into digital format, classification and ranking of standards from the Federal Information Collection of Standards according to the needs in the format corresponding to specific level of classification for the purposes of improving effectiveness of digitalization.
Director of the Department of Technical Regulation and Expert-Analytical Work of FSBI «RST» Alexandr Isaev performed with an overview of National certification system in the framework of a round table «Certification and innovative development».
He told about the stages of the development and improvement of national certification system created by the Federal Agency on Technical Regulating and Metrology (GOST R) in 2017. Alexandr demonstrated the mark of conformity to national certification system and explained working principles of the system of assignment of QR codes indicating that certification record was made in the Register of objects that successfully followed the procedure of certification in national certification system.
Alexandr Isaev also informed that the most important directions of the development of national certification system were cooperation of the Russian Standardization Institute, holder of national certification system, with sector-specific systems of voluntary certification and conclusion of Agreements with them. Alexandr highlighted that six Agreements have already been concluded. He also elaborated on the plans of the development of national certification system and he paid special attention that primary point for national certification system was cooperation with business community and consumers.
