Session of the Research and Technology Board of the Russian Standardization Institute (FSBI «RST») was held on the 20th of December 2021 and it was chaired by the Director General of FSBI «RST» Konstantin Leonidov
First edition of draft fundamental national standard GOST R «Standardization in the Russian Federation. National standards of the Russian Federation. National standards in digital formats. Basic provisions and classification» and Action plan of the Research and Technology Board of FSBI «RST» for 2022 were covered during the session.
Deputy Director General of FSBI «RST» Oleg Petukhov performed as the main speaker during the session. He told about the structure of national standards in digital formats, focused on their targeted audience and main aims that they should solve. Current restrictions preventing effective application of standards nowadays have been presented.
Oleg Petukhov informed about the classification of national standards in digital formats. This classification was presented by two main levels and two sub-levels.
The speaker also noted the steps that should be taken for effective application of the documents on standardization in digital formats. These steps are the following:
- change of normative and legal documentation;
- itemizing and fixation of specifications of data formats as fundamental standards that are used for the purpose of representation of national standards in digital formats;
- adaptation of target information systems to new opportunities;
- grouping of current Collection of Standards according to the levels of classification which will enable to systemize digital development of standards;
- reorientation on digital development of standards.
Deputy Director General of FSBI «RST» highlighted that more than 300 remarks and suggestions were received in terms of the discussed draft fundamental standard. He also pointed out that currently these remarks and suggestions were being processed, grouped according to the sections and they would be included during the preparation of final edition of this fundamental standard in the future. Oleg Petukhov focused on current stage of the development of draft fundamental standard.
Members of the Research and Technology Board of the Russian Standardization Institute provided amendments to the Section «Basic provisions» for their further inclusion into draft fundamental standard in the framework of the discussions during the course of the session.
Advisor to the Director General of FSBI «RST», Deputy Chairman of the Research and Technology Board of FSBI «RST» Yury Budkin performed as the second speaker during the session. He covered the matters discussed by the Board in 2021 and focused on the Action plan for 2022.
Deputy Head of the Federal Budgetary Institution «Federal Rail Transport Certification Register» Natalia Agafonova focused on the matters of information ecosystem in the field of standardization on the example of railway industry. Natalia Agafonova told about the role of an ecosystem in the process of management of the whole life cycle of the goods - design, manufacturing, testing, certification, operation, repair and disposal of railway transport.
Decisions on the first edition of draft fundamental national standard GOST R «Standardization in the Russian Federation. National standards of the Russian Federation. National standards in digital formats. Basic provisions and classification» and Action plan of the Research and Technology Board of FSBI «RST» for 2022 have been approved unanimously by 13 Members of the Research and Technology Board of FSBI «RST».
