Deputy Director General of the Russian Standardization Institute (FSBI «RST») Sergey Didenko performed with the report in the framework of a business program of the International Exhibition of Advanced Technologies for Ensuring the Security of the Individuals, Society and the state «EXPOTECHNOSTRAZH» which was held on March 17, 2022. International Exhibition «EXPOTECHNOSTRAZH» was organized by the Federal Service of the National Guard Troops of the Russian Federation (Rosgvardia) and by the Government of Saint Petersburg.
Sergey Didenko told about the upgrading of national standardization system in accordance with the Action Plan of the development of standardization in the Russian Federation for the period until 2027.
Particular attention was paid to practical aspects of standardization in the context of the activities of state customers of products and services including improving the efficiency of use of national standards in the field of procurement. The speaker also said that in 2021 about 60% of state and municipal procurements during the descriptions of objects of these procurements were executed with the use of the documents of national standardization system. Such obligation on prioritized use of standards is set in the below-mentioned Federal Laws: 44-FZ and 223-FZ. Sergey Didenko called the development and use of
R 1323565.1.037-2021 «Methodological recommendations on use of the documents of national standardization system during the description of objects of procurements for state or municipal needs» as one of the factors that increased the effectiveness of use of the documents of national standardization system in the field of procurement. At the same time, he noted that all cases of non-use of standards should be justified.
Sergey Didenko highlighted that mechanism of references to standards in regulatory legal acts was one of the key areas of implementation of technical policy with the use of standards that was stipulated by the Federal Law «On Standardization in the Russian Federation». Deputy Director General of FSBI «RST» noted that 83 new regulatory legal acts with references to standards were adopted in 2020 but 2021 became a watershed year and number of regulatory legal acts with references to standards were increased more than twice in 2021. He also pointed out that this trend was facilitated by the implementation of appropriate methodological recommendations.
Report of the Deputy Director General of FSBI «RST» covered the matters of information support of standardization, legitimacy of provision of the documents on standardization for the purposes of improving the safety of the manufactured goods and matters of organizational and methodological support of the activities on standardization in the field of defense goods.
