5th Anniversary International Technology Forum “Russian Standardization Week” was held in the venue of the Presidential Library named after B. N. Yeltsin on October 9-11, 2024. Carrying out the Forum that is dedicated to the World Standards Day has become a tradition of the Russian quality infrastructure.
Heads and representatives of federal authorities, international and foreign organizations on standardization, major research and educational centers, Russian industrial enterprises participated in the Russian Standardization Week.
Minister of Industry and Trade of the Russian Federation Anton Alikhanov stressed the importance of developing a national standardization system and noted the contribution of specialists to the industry in his welcome speech that was addressed to the participants and guests of the Forum.
A number of thematic sessions was held on the first day of the Forum. The session "Digital transformation of the national standardization system" covered the experience of digital transformation of standardization, intelligent processing of regulatory documentation using artificial intelligence technologies, as well as digitalization of technical regulation. Participants discussed changes and trends in international and national standardization in the field of management systems, automation of management systems and standardization processes for the implementation of sustainable development goals during the session of the All-Russian Quality Organization "Application practice of international and national standards in the field of management systems".
The relevance of sustainable development issues and the achieving national goals were also highlighted during the sessions "Sustainable social and economic development – the systemic role of standardization and technical regulation" and "Family and childhood - in what manner standards contribute to achieving national development goals". Within the framework of the session "Green Standards - standardization role in the ecological agenda", the potential of standardization in the field of environmental protection and sustainable development were considered.
Special attention was paid to digital technical regulation as a basis of the Eurasian integration. Participants examined the perspectives, the interface, digital technical regulation project and its practical application, Technical Regulation of the Eurasian Economic Union, technical regulation’s re-engineering and Technical Regulations’ clusterization.
Main plenary session was devoted to the discussion of a key topic “Standardization for achieving national goals”.
The Vice-Governor of St. Petersburg Vladimir Knyaginin, CEO of GOST R Anton Shalaev, the Member of the Board (Minister) in charge of Technical Regulation of the EEC Valentin Tataritsky, the Chairman of the State Committee for Standardization of the Republic of Belarus Elena Morgunova, the Head of the Russian Quality System (Roskachestvo) Maxim Protasov and the Director of Technological Development of the Rosatom State Corporation Andrey Shevchenko participated in the discussions. The First Deputy Chair of the Federation Council Committee on Agriculture and Food Policy and Environmental Management Sergei Mitin told about standards application in the legislative initiative to combat counterfeiting. Report on standardization role in supporting the family and preserving the population was presented by the First Deputy Chair at the Russian State Duma Committee on Family Protection, Issues of Fatherhood, Motherhood and Childhood Tatiana Butskaya. Director General of the Russian Standardization Institute Denis Mironov acted as a moderator of the main plenary session.
Memorandum of cooperation in the field of standardization of defence products has been signed between the Federal Agency on Technical Regulating and Metrology (GOST R) and the State Committee for Standardization of the Republic of Belarus during the first day of the Forum. This document was signed by CEO of GOST R Anton Shalaev and the Chairman of the State Committee for Standardization of the Republic of Belarus Elena Morgunova. The purpose of this document is to coordinate the efforts of the Parties and take effective measures that are aimed at reducing costs and saving resources during the development, production, storage, transportation, sale and disposal of defence products by organizations of the Republic of Belarus and the Russian Federation within the framework of bilateral military-technical cooperation.
A promising Standardization Program of software and hardware for critical information infrastructure for the period 2024-2028 has also been signed between the Federal Agency on Technical Regulating and Metrology (GOST R) and the State Atomic Energy Corporation “Rosatom”. The Program was approved by CEO of GOST R Anton Shalaev and the Director of Technological Development of the State Atomic Energy Corporation “Rosatom” Andrey Shevchenko.
Discussions were held on technological leadership in the field of electrical engineering and electronics, new approaches to technical regulation and standardization in construction, development of engineering and management personnel in the field of standardization, quality infrastructure and food safety during the second day of the Forum. Speakers discussed forming an integrated set of military and national standards in the field of full life cycle management of military and double purpose products, standardization of operational documentation in machine-readable standards on unified system for design documentation with digital data as part of the session "Full Product Lifecycle Management System. Current state and development prospects". Discussion on SMART standards also was conducted. The participants emphasized current directions of the development of ISO SMART standards project and prospects for applying this approach in the Russian Federation, the transition from SMART standards to SMART documents in the framework of the reports.
The events of the Council of Young Scientists and Specialists of the GOST R Technospecnaz were held during the Forum. Thus, CEO of GOST R Anton Shalaev announced the results of the works in 2024 and proposals for the future within the framework of the Council’s session. Reports on experience of the Council of Young Scientists and Specialists in subordinate organizations on the example of the FBI "Rostov CSM", on development of a system of standard verification methods for groups of measuring tolls by young scientists and on relationship between two projects – the Council of Young Scientists and Specialists of the GOST R Technospecnaz and the GOST R Metrological Educational Cluster were presented. Proposals to create a new nomination "The best young standardizer" in the award "Standardizer of the Year" were also put forward.
The award "Standardizer of the Year - 2024" was traditionally presented within the framework of the Russian Standardization Week. 112 applications have been submitted for the award. 339 people from more than 50 cities of our country are among the applicants. Geography of the participants is extensive - from Vladivostok to Kaliningrad. The awards were presented to the winners by CEO of GOST R Anton Shalaev.
It also should be mentioned that standardizers from foreign countries such as representatives of the Republic of Uzbekistan were mentioned for the first time during the years of the award "Standardizer of the Year".
The International Technology Forum "Russian Standardization Week" gathered about two thousand participants from 53 regions of the Russian Federation of which more than 600 attended the event personally, the rest of the participants connected online.
