Russian-Uzbek cooperation in the field of standardization: new horizons

          15.05.2025

A working meeting with a delegation from the Uzbek Institute of Standards was held at the Russian Institute of Standardization. The two–day event included discussions on a wide range of issues, including work experience in implementing applied and innovative projects in the field of standardization, technical regulation, and professional development. The delegates were greatly interested in the issues of training highly qualified personnel, postgraduate education, and the work of the academic Council.

Denis Mironov, Director General of the Russian Standardization Institute, emphasized the importance of digital transformation: “We have created a digital standard that complies with international standards. Its machine-readable format allows standards to be integrated into computer-aided design and management systems”.

Denis Mironov also spoke about the restart of postgraduate studies and dissertation councils in 2023 to address the shortage of specialists.

The Uzbek delegation, in turn, shared its experience in reforming the national standardization system. Shahzod Umarov, Scientific Secretary of the Uzbek Institute of Standards, noted: Our institute is in the process of active development. The establishment of the Academic Council was the first step, but the experience of our Russian colleagues, especially in the field of postgraduate education, is critically important for us to develop our scientific potential. To achieve these goals, the Uzbek side proposed to conclude a bilateral cooperation agreement. The parties agreed to coordinate the text and details of this document in the near future.

Alexey Ivanov, Deputy Director General, congratulated his Uzbek colleagues on restarting the work of the technical committees and joining IEC. He noted that Uzbekistan is an observer in the EAEU. “We are closely monitoring the technical regulation in your country, – Ivanov said. – We study and analyze all technical regulations.”
The second day of the meeting was devoted to the training of highly qualified personnel. Yuri Budkin, Director of the Scientific Center of the Russian Standardization Institute, told the guests about the recently launched project “The Standardization Ecosystem”, which aims to increase the efficiency of using verified data in the institute's research activities. In addition, Deputy General Director Elena Lebedinskaya introduced the guests to the laboratory base of the Institute of Standardization, used in the field of standardization, technical regulation and compliance with standards.

Cooperation between Russia and Uzbekistan in the field of standardization opens up new opportunities for technological synchronization and strengthening the positions of the two countries in the international arena. The integration of digital solutions, knowledge sharing and staff training will form the basis for creating competitive standards that meet modern challenges.
