MOSCOW, May 20, 2025 – World Metrology Day 2025 was marked by the official opening of the International Metrology Forum and Exhibition "Metrology Without Borders", which is taking place this week at the World Trade Center. Dozens of business program events are taking place within the framework of the Forum, and the exhibition stands demonstrating domestic manufacturers of measuring instruments are presented on the site.
The event was attended by Denis Manturov – First Deputy Chairman of the Government of the Russian Federation; Anton Alikhanov – Minister of Industry and Trade of the Russian Federation; Boris Alyoshin – President of the Union of Aircraft Manufacturers of Russia, Academician of the Russian Academy of Sciences; Sergey Chernyshev – Vice President of the Russian Academy of Sciences; Gennady Abramenkov and Vasily Shpak – Deputy Ministers of Industry and Trade. Anton Shalaev – Head of Rosstandart, presented to the guests the key achievements of metrologists and the capabilities of domestic manufacturers of measuring instruments.
In his welcoming speech, Anton Alikhanov congratulated metrologists on World Metrology Day, as well as on the 150th anniversary of the signing of the Metric Convention by Russia, among several leading countries, which became the basis of the global system of uniformity and accuracy of measurements. "One of the key milestones in the development of domestic metrology is the implementation of the Strategy for Ensuring the Uniformity of Measurements in the Russian Federation until 2025, developed by the Ministry of Industry and Trade of Russia in cooperation with Rosstandart. Today, we can say with confidence that the 2025 Strategy has been practically implemented. We are already looking ahead — a draft of a new strategy until 2035has been prepared. It will focus on three key areas: technical development — modernization of the reference base, import substitution, conformity assessment of new measuring systems; information development — improvement of digital platforms, primarily the ARSHIN subsystem; staffing — elimination of the shortage of qualified metrologists and improvement of their competencies."
Welcoming the participants of the forum's plenary session, Denis Manturov noted that Russia has come a long way in the development of metrology and confidently maintains its leading position. Over the past five years, complete independence in the field of primary standards has been ensured. In particular, Denis Manturov called the domestic standard of this most important continuous quantity a significant contribution to the formation of the international scale of time units.
"In fact, now the whole world is comparing watches with the standards of Russian metrologists. It is important not only to maintain the current level of their competencies, but also to further improve them. Today, it is obvious that having our own modern, efficient metrological infrastructure is one of the elements of technological sovereignty. New challenges require the continued modernization of the reference base and the development of new–generation standards," the First Deputy Prime Minister stressed.
At the Rosstandart stand, specialists from the subordinate All-Russian Scientific Research Institute of Physico-Technical and Radio Engineering Measurements demonstrated a high-precision relative gravimeter "PEDESTRIAN", which measures the values of the gravitational field with an accuracy of microgal units, as well as an express method for detecting counterfeit products of the fat and oil industry. In addition, Russian manufacturers have introduced the SK4M-14 portable spectrum analyzer, which makes it possible to completely abandon foreign measuring instruments, a set of verification tools for DC charging stations, as well as a signal and spectrum analyzer that allows setting and adjusting master generators, radio signal generators, amplifiers, mixers, converters, and passive devices.
"Of course, the key achievement of Russian metrology, as well as the system for ensuring the uniformity of measurements in general, is the regularly developing reference base of the Russian Federation, capable of meeting all the measurement challenges facing the domestic industry. Reliable measurements are a prerequisite for ensuring safety and environmental protection, protecting citizens' rights to life and health, supporting fair trade, and much more. The exhibition "Metrology without Borders" is not just a demonstration of devices and technologies, but a mirror of the scientific and industrial potential of the country. The achievements that determine the accuracy, reliability, and independence of critical measurements are presented here. Domestic measurement solutions are the foundation of Russia's technological sovereignty, security, and competitiveness on the global level," emphasized Anton Shalaev.
