Director General of FGUP Standartinform Viacheslav Vitushkin spoke at two sessions in the framework of the Conference « Standardization: New Legislation and Law Enforcement» since 2 till 3 June 2016 in UFA (Republic of Bashkortostan).
Prime Minister of the Government of the Republic of Bashkortostan R.H.Mordanov, Head of Rosstandart A.V.Abramov, Director of the Department of State Policy in the field of technical regulation and provision of the unity of measurements of Minpromtorg of Russia K.V.Leonidov, Deputy Head of Rostandart A.V.Kuleshov, Deputy Prime Minister of the Government of the Republic of Bashkortostan D.V.Sharonov, Head of the Department of Technical Regulating and Standardization of Rosstandart A.N.Barykin, First Deputy Chairman of RSPP Committee on technical regulation, standardization and conformity assessment A.N.Lotsmanov took part in this event.
Head of Rosstandart A.V.Abramov noted in his speech that FZ «On Standardization in the Russian Federation» which would completely come into force since July 1, 2016 initiated a reorganization of the information support system of standardization according to the world practice.
Head of Standartinform Viacheslav Vitushkin told in his report how information support of national system of standardization would change. He said that the use of unofficial issues of the documents could lead to mistakes consequences of which were hard to forecast. He also added that a unified system of marking of all issues of standards would be implemented since July enabling to identify a legal owner of the authentic copy of the relevant document for confirmation of the formality of the distributed issues of standards. On the first page of each copy of the document it will be stated – «Copy is made (name of the organization) with the authorization of (name of the authorized organization). Number of copies».
Nowadays about 90 % of the national market of standards includes copies of standards and information on them, which are distributed by various organizations on their own according to the assessments of FGUP Standartinform. It is impossible to evaluate reliability and relevance of these documents.
Head of Standartinform paid attention that there was a single order of distribution of standards in international, regional and national systems of standardization. In accordance with generally accepted rules, an exclusive right to publish and distribute standards belongs to the national body on standardization.
V. Vitushkin speaking at the session on June 3, 2016 which was devoted to the use of information technologies in the development and distribution of standards noted: « Matter of distribution of standards for any standardization system is one of the central ones. Solving the problems of legacy of standards, their relevance and contribution to the reproduction of new documents fully depends on their dissemination policy». It is developing nowadays. According to this draft right of distribution of standards would be reserved to the authorized organization and also to other bodies if there was an agreement with the authorized organization.
