Series of changes concerning Federal Information Fund of Technical Regulations and Standards were approved by the Decree of the Government of the Russian Federation from October 7, 2016 № 1012 « On alteration and repeal of several Acts of the Government of the Russian Federation». Rosstandart imposed this function on FGUP «Standartinform» which was also responsible for maintenance of the Federal Information Fund of Standards - Structure of this Fund is set in the Federal Law № 162- FZ.
In this Decree it is formalized that an operator of the Fund chosen by Rosstandart among subordinate organizations maintains provision of organizational and technical support for establishment and maintenance of the Federal Information Fund of Technical Regulations and Standards.
Document layout is clarifying now. It was also stated that the operator made a compilation of the Fund by means of creation of an electronic database containing documents which were registered in the Federal Information Fund of Standards and included in the lists of the documents on standardization. And because of their free use compliance with the requirements of adopted technical regulations or containing methods of testing applied during conformity assessment was ensured.
Documents of the Federal Information Fund of Technical Regulations and Standards are kept in an electronic form.
Changes set by the Decree of the Russian Federation № 1012 are published in the Official Internet portal of legal information (http://pravo.gov.ru/) and they will come into force since October 19, 2016. Exception are separate provisions concerning Acts of the Government of the Russian Federation which became invalid and for which coming into force was determined since January 1, 2019. The example is the following: changes to the Provision of the Government of the Russian Federation from November 10, 2003 № 677 «On all-Russian classifiers of technical, economic and social information in socio-economic field».
