Director General of FGUP «Standartinform» Viacheslav Vitushkin handed over the first national documents on standardization - All- Union Standards OST 1-3 to the Head of Rosstandart Alexey Abramov in January 2017.
FGUP «Standartinform» made great efforts to find these documents.
These standards were approved by the Standardization Committee under the Council of Labor and Defense of the USSR on May 7, 1926 as voluntary. They were published by the Publishing house of the People’s commissariat of workers’ and peasants’ Inspectorate of the USSR. However, they were not published in the «Bulletin of Standardization» as OST. This magazine was created only in 1927.
Storage of standards in pre-war times was accomplished by the People`s commissariat of the USSR. Works on handing over, destruction of the documents on standardization and change of their storage places were held during the Great Patriotic War . As a result, part of the archive on standardization was dispersed and other parts of the archive were lost.
The above-mentioned circumstances perplexed the retrieval of the documents on standardization.
Many enquiries were made to find the first All-Union Standards.
FGUP «Standartinform» addressed to various organizations such as national archives, Department of Agriculture of the Russian Federation, different research institutes, higher education institutions such as Russian State Agrarian University of Timiryazev and Moscow State University of M.V. Lomonosov, agricultural enterprises.
All these activities were coordinated by the Deputy Director of the Department of Development and Maintaining of Information Resources of FGUP «Standartinform » Evgeny Makoveev.
OST 1, OST 2, OST 3 were found published in the edition of F.F.Vavilov «Standard and Classification of selection variety of wheat» ( Library of All- Union Standards №1) thanks to the employees of the Institute of Plant Genetic Resourses of N.I. Vavilov.
