First Deputy Director General of STANDARTINFORM Aleksandr Barkov performed as a speaker in the dialogue session: «Digital technologies and law: Russia and the world» which was held in the framework of the International strategic forum on intellectual property IPQuorum 2019 in Svetlogorsk city on the 11th of April 2019.
Matters of development of digital infrastructures of management of intellectual property in the world, Russian legal and infrastructural solutions, platform and services for worldwide digital market of intellectual property were covered during the session.
Press office of the Forum informed that participants estimated new opportunities for intellectual and creative business that opened digital law. Participants of the Forum also tried to find the solutions of problems occurring in this sphere.
Aleksandr Barkov suggested new approach to the examination of legal disputes in the field of intellectual property in his report. He also noted that nowadays matter of transformation of Russian legislation in terms of copyright. Aleksandr Barkov suggested that this issue should be formulated in the following way: Will legal science keep up with digital technologies? He summed up that standardization could become an alternative to legislative acts in solving the problems of regulation of turnover of intellectual property and he paid special attention that only standardization could keep pace with innovative and technological progress.
Chairman of the Board of the Skolkovo Foundation Igor Drozdov highlighted that nothing changed in economic relations with the appearance of digital technologies while form of processing of these relations changed. Acting Director of the Research center of private law of S.S. Alekseev under the President of the Russian Federation Lidia Mikheeva paid special attention that formation of digital legislation would end by total regulation.
